In Quebec, the current Animal Welfare Act (passed unanimously by the National Assembly in 2015) states that animals are sentient, and that their welfare must be respected…except for exploited animals (breeding, laboratories), for which the government refers to“generally recognized rules”.
And who defines these “generally accepted rules”? The government is intentionally very vague about this; in practice, it’s the industries and breeders’ associations that define these practices. So the people who profit are the ones who say how the animals should be treated – a real conflict of interest!
The investigation behind this petition: a swine nursery shows mother pigs locked up in cages for the rest of their lives, their young often injured, mutilated or dead at their side.
Thanks to the courageous and essential work of whistleblowers, the evidence is here: the mistreatment of animals on Quebec farms is not an exception due to a few “bad farms”, but rather a pervasive problem linked to a system that just doesn’t work.
Faced with this situation, we have to take action for the animals. And there are only two choices: either what we see is illegal, and therefore the law is not properly applied; or what we see is legal, and then the law must change to align with the values we share as Quebecers.
CONSIDERING THAT humanity has an individual and collective responsibility to ensure the well-being and safety of animals;
CONSIDERING THAT animals are sentient and have biological imperatives;
CONSIDERING THAT the images we see in the survey provided by BESA are not isolated cases;
CONSIDERING THAT a large number of farm animals in Quebec are subjected to unprecedented violence on a daily basis ;
CONSIDERING THAT violence against animals is contrary to the values of Quebecers ;
CONSIDERING THAT generally accepted codes of practice are not adapted to the needs of animals ;
CONSIDERING THAT section 7 of Act B-3.1 excludes responsibility for ensuring that the animal’s welfare or safety is respected for agricultural activities;
CONSIDERING THAT section 7 of Act B-3.1 excludes that no person may, by his act or omission, cause an animal to be in distress for activities
agriculture ;
CONSIDERING THAT farm animals are sentient animals with biological imperatives;
BE IT RESOLVED THAT article 7 of the law B-3.1 includes the responsibility to ensure that the welfare or safety of the animal is respected and that the animal is not in distress by act or omission of the owner or person having custody of the animal;
BE IT RESOLVED THAT the government create a team, reporting to the Minister of Justice, to investigate Quebec farms;
BE IT RESOLVED THAT inspections carried out by this new team be unannounced and spontaneous.
