The government is intentionally very vague about this; in practice, it&rsquo;s the industries and breeders&rsquo; associations that define these practices. font-size: 14pt;\">Thanks to the courageous and essential work of whistleblowers, the evidence is here: the mistreatment of animals on Quebec farms is not an exception due to a few &ldquo;bad farms&rdquo;, <span style=\"color: #ef9d65;\"><b>but rather a pervasive problem linked to a system that just doesn&rsquo;t work.<\/b><br><\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"font-family: roboto, arial;\"><span style=\"color: #002820; font-size: 14pt;\">Faced with this situation, we have to take action for the animals. And there are only two choices: either what we see is illegal, and therefore the law is not properly applied; or what we see is legal, and then <span style=\"color: #4fb592;\"><b>the law must change to align with the values we share as Quebecers.<\/b><br><\/span><\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-17f6abd elementor-widget__width-initial elementor-widget elementor-widget-heading\" data-id=\"17f6abd\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Your values, our demands<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div style=\"color: #000000;\">animals are sentient and have biological imperatives;<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"font-family: roboto, arial;\"><span style=\"font-size: 14pt;\"><span style=\"color: #ef9d65;\"><b>CONSIDERING THAT<\/b><\/span> <span style=\"color: #000000;\">the images we see in the survey provided by BESA are not isolated cases;<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"font-family: roboto, arial;\"><span style=\"font-size: 14pt;\"><span style=\"color: #ef9d65;\"><b>CONSIDERING THAT <\/b><\/span><span style=\"color: #000000;\">a large number of farm animals in Quebec are subjected to unprecedented violence on a daily basis ;<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"font-family: roboto, arial;\"><span style=\"font-size: 14pt;\"><span style=\"color: #ef9d65;\"><b>CONSIDERING THAT<\/b><\/span> <span style=\"color: #000000;\">violence against animals is contrary to the values of Quebecers ;<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"font-family: roboto, arial;\"><span style=\"font-size: 14pt;\"><span style=\"color: #ef9d65;\"><b>CONSIDERING THAT<\/b><\/span> <span style=\"color: #000000;\">generally accepted codes of practice are not adapted to the needs of animals ;<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"font-family: roboto, arial;\"><span style=\"font-size: 14pt;\"><span style=\"color: #ef9d65;\"><b>CONSIDERING THAT<\/b><\/span> <span style=\"color: #000000;\">section 7 of<\/span> <a style=\"color: #4fb592; font-family: inherit; font-weight: bold;\" href=\"https:\/\/www.legisquebec.gouv.qc.ca\/fr\/document\/lc\/b-3.1\"><u>law B-3.1<\/u><\/a> <span style=\"color: #000000;\">excludes responsibility for ensuring that the animal&rsquo;s welfare or safety is respected for agricultural activities;<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"font-family: roboto, arial;\"><span style=\"font-size: 14pt;\"><span style=\"color: #ef9d65;\"><b>CONSIDERING THAT<\/b><\/span> <span style=\"color: #000000;\">section 7 of<\/span> <a style=\"color: #4fb592; font-family: inherit; font-weight: bold;\" href=\"https:\/\/www.legisquebec.gouv.qc.ca\/fr\/document\/lc\/b-3.1\"><u>law B-3.1<\/u><\/a><span style=\"color: #000000;\"> excludes that no person may, by his act or omission, cause an animal to be in distress for activities<\/span><\/span><br><span style=\"color: #000000; font-size: 14pt;\">agriculture ;<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"font-family: roboto, arial;\"><span style=\"font-size: 14pt;\"><span style=\"color: #ef9d65;\"><b>CONSIDERING THAT<\/b><\/span> <span style=\"color: #000000;\">farm animals are sentient animals with biological
